Existing local government model in South Africa is failing, with 7 out of 10 voters believing municipalities are on the wrong path due to infrastructure and corruption issues. Only 18 out of 166 local municipalities received clean audits. Despite focus on major cities, 67% of South Africans live in 205 local municipalities, which are home to over half of the country’s labor force and contribute a quarter of its GDP.
