Operation Dudula has been blocking undocumented foreigners from receiving medical care, claiming they strain the health-care system. Motsoaledi emphasized that everyone should receive health care, regardless of documentation status, and criticized the group’s methods. Operation Dudula suggested clinic and hospital clerks should turn away illegal foreigners without proper identification.
