Auditor-general Tsakane Maluleke issued a certificate of debt to Ngaka Modiri Molema’s municipal manager, Allan Losaba, for R4.6 million due to mismanagement of a water tanker service tender. This marks the first time a public official is held personally liable under the amended Public Audit Act. The mayor must ensure Losaba repays the amount.
