A local solar manufacturer, ARTsolar, has filed a court application alleging that 18 foreign companies awarded contracts under South Africa’s Independent Power Producer Programme violated local content rules by using cheaper imported panels. This noncompliance allows them to profit while consumers pay higher rates.
