Incomplete housing units near Randfontein in Gauteng remain vandalized and unoccupied, part of the inactive Montrose Mega City Development. The project, once a solution to the housing backlog, was halted due to financial difficulties. The Gauteng Department of Human Settlements did not disclose the total expenditure, estimated at R11 billion.
