Transport Ministry reports 11 deaths during Easter due to poor road infrastructure. Minister Creecy notes drop in death toll from 307 to 167 this year. Mpumalanga and Eastern Cape record 28 deaths each, KwaZulu-Natal with 27. Total of 141 lives lost, 8.5% linked to environmental factors. 32.5% decrease in Easter road fatalities compared to last year.
